Reverend Tony Pierce

Reverend Dr. Tony Pierce‍ ‍

Co-Senior Pastor

Dr. Tony Pierce provides leadership and guidance to help our ministry fulfill its mission each year. Serving since the ministry’s beginning, he continues to seek ways to make our outreach more personal and impactful while helping others connect, grow, and become part of the Heaven’s View family.

Pastor Floyd Dailey

Co-Senior Pastor

Born in Peoria at Proctor Hospital and raised on the city’s south side, Floyd also spent part of his youth in Los Angeles, California, where he graduated from high school. As Co-Pastor at Heaven’s View, he serves as an administrative leader, Sunday School instructor, and small group ministry leader, among other areas of service. Floyd is passionate about sharing the hope found in Jesus and teaching God’s Word in a way that makes the Bible come alive to its listeners. In his free time, he enjoys pheasant hunting, fishing, watching action movies, and football.


MICHAEL FREDERICK


MINISTER, TREASURER, MUSIC MINISTRY

Born in Southern California while his father served in the Marine Corps, Mike later made Peoria home for 34 years before relocating to Bloomington to be closer to his two children and four grandchildren. A graduate of Ambassador University with a degree in Theology, he has served as church treasurer for 20 years and as an ordained minister for over 19 years. Mike also leads worship and sings tenor in the choir. After a 43-year career in the insurance industry, he retired but continues to serve faithfully—managing church finances, teaching Sunday School, and sharing his love for God’s Word. He enjoys studying theology, playing guitar, and spending time with his grandchildren.

FRIEDA & ROBERT ROULDS


MINISTER, PASTORAL CARE

Robert and Frieda Roulds serve together in Pastoral Care and the New Members Ministry at Heaven’s View, offering encouragement, compassion, and hope to those facing life’s challenges. Robert, born and raised in Kewanee, IL, took ministry courses at Moody Bible College and has served in missions, hospital chaplaincy, and international disaster relief through Samaritan’s Purse and the Billy Graham Evangelistic Association, where he is a Rapid Response Chaplain. Frieda shares that same heart for ministry, teaching children and helping them grow in faith and character. Together, they find joy in spending time with their family, including their grandchildren and great-grandchildren, as well as traveling, exploring new cultures, and serving wherever God leads.

LOUIS & RHODA MOSELEY


DEACONESS, MINISTER

Louis and Rhoda Mosley are a devoted husband-and-wife ministry team whose lives reflect steadfast faith and compassionate service. Louis serves as a Deacon, leading the Satellite Outreach Ministry and lending his voice to the Male Choir as a testament to God’s goodness. Rhoda, a Deaconess, supports Pastoral Care, offering comfort, encouragement, and prayer to those in need. United in purpose, they serve God and the church with dedication, warmth, and an unwavering heart for people.

JOANNE FORTNER


CHRISTIAN EDUCATION

Born and raised in Peoria, IL, Joanne Fortner has served as a Christian Education Director and Youth Leader for over 20 years. Her passion for children and seeing them grow in their love of Jesus has been at the heart of her ministry. Married to Rod since 1985, she is a proud mother of three daughters and grandmother of two granddaughters. Joanne enjoys crafting, flower gardening, and spending time with her family.

CLOTHING PANTRY

Born in Santa Maria, CA, Shirley lived there until the age of twelve and now proudly calls the Midwest home. At Heaven’s View, she manages the clothing pantry, where her passion for organization shines. She finds joy in turning clutter into order and serving others through her ministry work.

SHALEESE PIE


MUSIC MINISTRY

Born and raised in Peoria, Illinois, Shalesse Pie discovered her love for God and music early in life and has devoted more than 40 years to praise and worship ministry. She currently serves as the Minister of Musical Arts at Heaven’s View Christian Fellowship, where she leads worship through choir, dance, and drama while also supporting media and sound. Shalesse is passionate about creating meaningful worship experiences that invite people into God’s presence and inspire hearts through the arts. Outside of ministry, she enjoys cooking, traveling, and spending quality time with family and friends.

DONNA SHIPP


DEACONESS

Donna Shipp serves as a deaconess. As a devoted choir member, she uses music as an extension of her ministry. Donna loves cooking and baking. Often expressing her care for others through meals prepared with joy and intention. She is a host for small groups and serves the reader. Donna is highly skilled in collaboration and has built strong partnerships with local community providers to ensure access to vital resources. Her leadership reflects compassion and service.

ED JOHNSON


DEACON, TRANSPORTATION

Ed Johnson serves as the Director of Transportation Services and is also a devoted Deacon whose steady presence and willing spirit are felt throughout the ministry. Known for his dependable support, Ed readily steps in wherever he’s needed. His deep knowledge of the local community allows him to connect individuals with essential resources, and his warm, thoughtful approach helps ensure everyone feels valued and welcomed.

ROBIN GATHERS


MINISTER

Born and raised in Peoria, Illinois, Robin serves as the pianist for Heaven’s View Christian Fellowship, where she also contributes to the Sunday School Department as an instructor. Passionate about music ministry, she is committed to sharing the message of Jesus Christ—especially with the next generation. Outside of church, Robin teaches piano and voice lessons and enjoys traveling, gardening, and performing music.

MARY ENGLISH


REACH & DEACONESS

Mary serves as the Reach Ministry Director, coordinating Friends and Family activities and Neighborhood Association initiatives at Heaven’s View. Originally from Alabama, she moved to Peoria after college, where she met her husband and raised their family while building a long career in accounting. With more than 40 years of ministry and administrative experience, Mary leads the Women’s Sunday School Class, sings in the Family Chorus, facilitates a Small Group, serves as a Deaconess, and supports both the Youth/Life Skills Ministry and Evangelism Committee. Married for over 45 years to Deacon Gary English, she cherishes her family—two adult children, Kevin (Ashley) and Alicia, and three grandchildren, Calvin, Ayanna, and Trenton—and is deeply grateful for the Lord’s faithfulness through every season of life.

Kathy has been a nurse for over 50 years and has faithfully served in many capacities at Heaven’s View Christian Fellowship, including Women’s Ministries, Life Skills, Hospitality, the Food Pantry, and the Leadership and Security Teams. Married for 50 years before being widowed, she is a proud mother of two, grandmother to three grandsons, and has one granddaughter-in-love.

DAVID WORSFOLD


DEACON

Born and raised in Elmwood, Illinois, David Worsfold serves as a Deacon at Heaven’s View Christian Fellowship, where he also welcomes members and guests as a Sunday morning greeter. Known affectionately as “Mr. Fix It,” David has a special talent for repairing and restoring things. When he’s not volunteering at the church, he enjoys visiting garage sales and collecting military firearms and memorabilia.

RICHARD CARTER


USHER

Richard “Ricky” Carter is a native of Peoria, Illinois, and a proud veteran of the United States Army. He dedicated 36 years to Federal Warehouse before retiring in 2020. Ricky has been married to Reverend Denise Carter for 37 years, and together they are blessed with three children and four grandchildren. He faithfully serves as the Head Usher at Heaven’s View Christian Fellowship, where his welcoming spirit and steady presence help create an atmosphere of warmth and hospitality.

FELICIA JACKSON


WOMEN’S MINISTRY

Felicia Jackson holds both a Bachelor’s and Master’s degree and brings over forty years of experience in social work and human services. Ordained as a minister in 2000, she leads a restoration and leadership ministry for women focused on healing and empowerment. A published author and Christian filmmaker, Felicia uses media and storytelling to inspire faith and transformation. She is widely respected for her insight in counseling, teaching, and public speaking—her life’s work reflects a deep commitment to faith, restoration, and leadership.

DEACON CHAIR

Born and raised in Munford, Alabama, Gary was baptized at the age of four and has called Peoria home since 1976. He is married and has two children, Kevin and Alicia, and three grandchildren. After retiring from Caterpillar with 40 years of service, Gary continues to serve faithfully at Heaven’s View as Co-Deacon Chair, a member of the Family Chorus and Male Choir, and through his work in the Food Pantry, Jobs Partnership program, and as Church Financial Secretary. He loves helping others see Jesus more clearly and enjoys collecting coins, currency, and sports memorabilia.

BOB LANE


EXECUTIVE DIRECTOR JOB’S PARTERNSHIP

Bob Lane serves as a Pastoral Consultant at Heaven’s View Christian Fellowship, where he provides support and guidance to the pastors and leadership team in administrative and business-related matters. He is actively involved in the Community Transformation Ministry and also serves as the Executive Director of Jobs Partnership. Bob’s experience, wisdom, and steady leadership play a vital role in advancing the church’s mission to serve both its members and the surrounding community.

ROD FORTNER


DEACON

Born in Quincy, Illinois, Rod Fortner is married to his wife, Joanne, and together they have three children and two grandchildren. He serves as a Deacon at Heaven’s View Christian Fellowship and is an active member of the Security Team. Rod is also deeply involved in the Jobs Partnership program and has taught in Pekin Federal Prison and several state correctional facilities. He currently teaches in Kewanee State Prison, where he feels blessed to witness lives transformed by Christ and the realization that God has a plan for everyone (Jeremiah 29:11). In addition, Rod serves with Gideons International, sharing the Gospel with men, women, boys, and girls around the world, and is currently the Illinois State President for the Gideons Ministry.
